Accelerator images, and a trimmed multi-stage build - #1

The add-on's release zip is fetched in a throwaway stage with a build secret and placed in /opt/flimkit-plugins, which FLIMKIT_PLUGIN_PATH points at. The arm64 image builds on a native Arm runner.
pip installs into a venv in a build stage that is copied across, and the packages' test suites and type stubs are dropped. __pycache__ stays so a non-root user does not recompile on every start.

Adds accel-amd64, accel-arm64 and cuda-accel-amd64 (the add-on fetched from its private release with the ACCELERATOR_TOKEN secret), and builds the Python packages in a throwaway stage with test suites and type stubs removed. The PR build does not push.
