NEVER MERGE. C1 cache-invalidation diagnostic: one additive job (NEVER MERGE cache invalidation diagnostic · <os>, ubuntu-24.04 and macos-15, 15-minute limit, contents: read and actions: read) outside every needs. It restores the trusted-main debug cache created by run 35096197326 (seed c66aef5, bound main f9731e9, ancestor of current main; cache identity unchanged), records the exact hit and up to three bounded compiled samples, changes one vendored comment so the cache identity moves, restores again under the new key and proves the non-exact result is discarded (target, registry and Git roots cleared). JSON-only artifacts, 3-day retention, no build, no save. Preflight fails closed on any binding mismatch. Independent general and security reviews with rebinds are recorded; the PR is closed without merging after one run and the branch is preserved.

Add one additive NEVER MERGE diagnostic job that restores the current
trusted-main debug cache on ubuntu-24.04 and macos-15, records the exact
hit and bounded compiled samples, changes one vendored source comment so
the cache identity moves, restores again under the new key and proves the
non-exact result clears the target, registry and Git roots. Preflight binds
the seed run, the seed commit and an ancestor-or-equal main with a local
comparison; the job builds nothing, saves nothing and joins no gate.

Never-merge cache invalidation diagnostic; evidence collected (both lanes: exact hit, identity change, real miss with roots cleared). Closed without merge; branch preserved.
