Inside a closed single-quoted awk/gawk/mawk body in shell command position
(not in a quote, # comment or heredoc) containing `{`, field references such
as $3, $NF, ${2} in code position are no longer flagged as amounts. awk string
literals, awk comments and bullet lines keep their amounts; sh -c / bash -c and
double-quoted awk bodies are scanned as before.
Adds a test pinning that the PreToolUse budget note counts completed renders.
…what is missing design-system.md is resolved from the written file's directory upward (real paths, confined to the real cwd, empty/unreadable candidates skipped), then cwd, giving a per-file verdict for Write/Edit/apply_patch; session mode and quota still come from cwd. Deny texts list corpus reads at the credited root and screenshots taken/required (N/M); thresholds unchanged.
