I'm not sure whether this should live here or in ngff-spec. It's a useful testing tool for us to make sure the valid test cases aren't completely out of whack (invalid test cases are xfail because JSONSchema can't express all the rules we use).
There are a lot of HTTP failures - maybe rate limiting from readthedocs? I've added a local file cache, but you still need to run the tests a few times before they all get fetched. Perhaps instead we eagerly download the ngff-spec repo zip the first time a version is called?
