…ess marked SUPERSEDED (2026-10-14 review) Every edit is in place (line count unchanged); the KERNEL<>PLUGINS step 36 row (the KP-36 waivers) is untouched. PATH TO DEV-GREEN re-measured at 41fd7c5: #464 merged, calllog move done, WebRTC pieces, 72/72 accepted differences, crates 24 -> 14 incl. busbar-transport-webrtc (UNOWNED), DEV-GREEN = ModernCI's predev -> dev move (coordinator ruling 6), #619 closed (OWNER 2026-10-14: gaps = 0), the owner's owed list (BUSBAR_RELEASE_TOKEN, ModernCI docker go-live, row 166), and the unwritten .ci/dev.yaml / .ci/qa.yaml release mechanism flagged UNOWNED (ARCHITECT ruling M14). THE RULES 2.6-2.8, 6.1-6.3, 7.1 (LANDER, Latchkey, turnstile) SUPERSEDED by #829; 9.7 ship-ready is inside the done battery. Phase exits and KERNEL<>PLUGINS status cells (steps 3b, 3c, 4, 5, 6, 7, 11, 12, 19; ABI-b1/b4/b6) measured; Q82 superseded by PORT R4, Q91 by the money law; the long tail (l.938-4244) gets a dated status note per stale finding.
