What & why

Five SoCs carried late placeholder release years (YYYY-01-01, about 2 years late). Each record's own raw_chipset gives the real year, and the values match the chip announcements:

Helio A22 MT6761 2019 2018
Helio P90 MT6779 2019 2018
Helio A20 MT6761D 2020 2019
Snapdragon 200 MSM8210 2015 2013
Snapdragon 620/652 MSM8976 2018 2015

Files move to the matching year folder; slugs are unchanged. Helio A20's gpu_name now matches its raw text (PowerVR GE8300, not GE8320). Closes #296.

Found while diagnosing the 996 red SoCs. Those have no failing checks: they are placeholder imports ("Unknown mobile GPU", " mobile platform ") with only a weak source, so red is the correct band. No scoring change.

Helio A22 and P90 (2018), Helio A20 (2019), Snapdragon 200 (2013) and
Snapdragon 620/652 (2015) had late placeholder years; the year in each
record's raw_chipset is used and files move to the matching year folder.
Helio A20's GPU now matches its raw text (PowerVR GE8300).
