What & why

Add app.verify.wikipedia_soc_backfill, the SoC counterpart of the Wikipedia GPU backfill. It reads the English Wikipedia SoC list articles and appends a URL only when the chip name matches and two independent specs agree.

A launch year cannot confirm by itself. A wearable, automotive, modem, or PC marker on only one side stays ambiguous, and a part number cannot pull in a different chip. --dry-run is the default. GSMArena, PhoneDB, and DeviceSpecifications are not requested.

Test

python -m pytest tests/verify/test_wikipedia_soc_backfill.py

Confirm a chip only when the heading matches and two independent specs agree.
A launch year, a process node, or a GPU name cannot confirm on its own.
