Show every reset and Perk on the Resets & Perks page - #31
The Overview's Resets & Perks list only covers the range picked above it, so on 7d you see a handful. The sidebar's Resets & Perks page was still a placeholder. It now shows the whole archive.
The page opens on All time, with its own range control, the Show session resets switch, the chart and the full list. It asks the Archive to read back as far as the range reaches, the same way the Overview does, so All time isn't capped at what the Overview last read.
The section takes an optional range binding. On this page that puts a range control in its header. The Overview passes none, because its Tokens chart's control drives both.
Routing: Resets & Perks goes to the new page, and Imports stays a placeholder.
No core changes. The All time chart span and the range filter come from code that's already tested.
Test plan
swift build, and swift test passes all 378 tests
After release: the page opens on All time with more than the Overview's 7d list; 7d matches the Overview; the session switch adds Session resets
