Click and drag scrolling does not work for ImageViews

For zoomed in images or images large enough to exceed an ImageView's main viewing area, scrolling the image has to be performed with a scroll wheel or by manually adjusting the scroll bars; click and drag scrolling does not work. The scroll bars appear to adjust, but the viewport is not adjusted.
