[Feat] PR 빌드·테스트 체크 워크플로 추가 및 H2 테스트 설정 (#31) - #33

Run build and tests on pull requests so compile and startup failures are caught before merge. Tests use an in-memory H2 database via the test profile instead of requiring a local MariaDB. Closes #31 Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>

main/developpush 시 배포 워크플로만 있어서 컴파일 에러나 앱 구동 실패가 머지 후에야 발견됐습니다.Closes #31
