chore: configure Dependabot version updates - #71

Adds `.github/dependabot.yml`, generated by [repo-tools](https://github.com/InboundFrog/repo-tools). Detected ecosystems (directories): - `github-actions`: `.` - `cargo`: `.` Minor and patch updates are grouped into one PR per ecosystem; major updates get their own. To customise, add `.github/repo-tools.conf` and re-run `repo-dependabot` rather than editing this file.
The repo-tools CI wasn't failing on the Rust version: hidapi's build script couldn't find libudev, which the generated workflow didn't install (fixed in the next commit). Raising rust-version to 1.99.1 broke the existing 1.85 CI and would stop the crate building on older toolchains. The Cargo.lock bumps go too; Dependabot proposes them in its own PRs. hidapi's build script needs libudev (the hand-written ci.yml installs it), so the generated rust job failed in lint/test/build and MSRV. RUST_APT_PACKAGES installs it for that job only; repo-tools-ci.yml is regenerated from the config. This PR also fixes the repo-tools CI, which has been failing since #70:
