Context

Project builds currently bypass the published network dependency bounds of cardano-config, kes-agent, and ouroboros-consensus, allowing repository CI to pass while the released package fails to resolve in CHaP. Remove the five targeted allow-newer entries and their explanatory comment so the project respects those bounds.

The cardano-api 11.11.0.0 release PR (#1391) is already merged, so this change targets master. Add a maintenance changelog fragment.

This PR is a draft: at the current CHaP index, cardano-api requires ouroboros-network ^>=2.0, while ouroboros-consensus 5.1.0.2 requires ouroboros-network ^>=1.3. Compatible dependency revisions must be published and the project's CHaP index/Nix input advanced before this change can build. Related: IntersectMBO/cardano-haskell-packages#1507 and IntersectMBO/cardano-haskell-packages#1510.

How to trust this PR

• git diff --check passes.
• cabal build all --enable-tests --dry-run --offline --minimize-conflict-set reproduces the expected Cabal-7107 dependency conflict between cardano-api, ouroboros-network, and ouroboros-consensus.
• No compilation or tests ran because dependency resolution fails.
• The Herald description occupies one physical line.

Closing as superseded by #1396, which merged the removal of these temporary network dependency overrides together with the consensus 5.2 dependency update and refreshed CHaP/Nix pins.
