Implements the Amiary production/canary/Keycloak database contract, forced tenant isolation support, PostgreSQL 18 preflight, dedicated least-privilege backup roles, six-hour off-host five-database backups, and ownership/ACL restore drills. Validation passed: configuration contracts, ShellCheck, PostgreSQL 18 role drift and cross-environment tests, TLS/HBA test, backup contract, and disposable five-database restore. No deployment or production secret changes are performed by this PR.
