RESOURCE authority callbacks rebuild all 236 relational table definitions inside each bounded transaction, despite using only core table queries. This removes that repeated schema work and introduces a neutral core transaction type for its consumers. It also reuses the Kit descriptor digest by complete fresh descriptor bytes, organization and current version. Existing SQL, native Date codecs, locks, heartbeat, cancellation/deadlines and fresh provider/commit/disclosure guards remain in place.
Validation: full API typecheck; 69 focused tests including cache invalidation and current-authority negatives; both new test-file typechecks; App Boundary 1,274 existing findings / 1,274 existing exceptions / 0 errors. No exceptions added.
Staging has 20 warm samples per path. RESOURCE p95: 1,011.329 to 953.796 ms (126 statements); DATA browser 377.160 to 353.138 ms and delegated 343.637 to 295.001 ms (33/37 statements). All callbacks allowed, zero durable writes or provider requests, complete clone integrity/source checks passed. The profile no longer contains schema extraction or descriptor-digest frames. Shared load differs between cohorts; the 150 ms target is still missed and no performance floor is claimed. Final live whole-operation verification remains required.
Includes Host139 version metadata; Author Kit42 and Email Runtime remain unchanged. Follow-up to #414.
