Still with lavapipe as it seems to not permit access to the GPU.
FFmpeg 9.0.1 on CPUs without AVX-512 (Apple silicon): the latest snapshot crashes in the ffv1_vulkan encoder with llvmpipe on the M1 runner too.
Tests: fix of a race of the RAWcooked timeout watcher.

The watcher of the rawcooked command was stopped by killing its sleep
only, so if the command ended before the watcher started its sleep (seen
with a quick --check on a loaded macOS runner), the watcher reported a
timeout 30 seconds later, maybe during another test, and its clean-up
removed the files of that test (test/vulkan.sh after test/test2.sh).
The watcher itself is now killed too.
The check of WSL read /proc/version, which does not exist on macOS, so
an error message was in the log of each test.
test/vulkan.sh is no longer skipped on macOS, it shows the CPU with
sysctl (no /proc/cpuinfo).
On the macOS runner, the FFmpeg Vulkan encoding uses the Vulkan loader
of Homebrew and lavapipe (Mesa of Homebrew, selected with
VK_DRIVER_FILES), as on Linux and Windows: the runner (virtual machine)
has no GPU, so KosmicKrisp finds no device. The static FFmpeg build of
MediaArea is 9.0.1 on CPUs without AVX-512 (e.g. Apple silicon), as on
Linux and Windows: the latest snapshot crashes (SIGSEGV) in the
ffv1_vulkan encoder with llvmpipe on the Apple M1 runner too.
