Summary

  • WpcEroService no longer checks the Day 3 categorical risk feed — only Day 1 and Day 2 are checked now.
  • Day 3's outlook is low-confidence enough that it was producing noisy, low-value alerts (this was the "day 3 flooding" showing up in posts).
  • Updated docs (README.md, docs/TECHNICAL.md, CHANGELOG.md) and doc comments to match.

Test plan

  • dotnet build succeeds
  • Confirm no more WPC Day 3 Excessive Rainfall Outlook posts after deploy
