Updates the repository’s Dependabot configuration to more frequently and more predictably manage automated dependency PRs, including adding support for updating pre-commit hooks.
Changes:
- Switch GitHub Actions dependency update cadence from monthly to weekly.
- Add a cooldown window (
default-days: 4) to delay updates for newly released versions. - Add a new Dependabot entry to update
pre-commithook revisions weekly (grouped into a single update group).
