Brings the fix for a Python that cannot start (#5, #6) to the extension. Adds vscode/CHANGELOG.md, which the Marketplace and Open VSX show as the extension's changelog. The published 0.1.0 .vsix matches the source before #6 apart from line endings, so #6 is the only change. Prepares 0.1.1 of the CLI and the extension. The only change since 0.1.0 is #6: building stops with a clear message when Python cannot start, and a failed run no longer reuses the previous record (#5).
