feat(free): deliver complete WooCommerce bulk-price Admin workflow (#111) - #118

Implements #111 on post-#110 main: Woo-first Products entry, proved selectors only, immutable-plan preview with server pagination, policy block enforcement, action-bound approval, durable #109 execution with truthful progress, bounded manual resume, #110 history and eligible conflict-aware Undo. Default dependency becomes WooCommerce; Redirection Guard/Doctor stay as regression. No #112 certification, no release chain.
Reads never install schema; history pagination scoped by actor in SQL; real-HTTP browser Admin E2E; complete preview large/zero/conflict and percentage contract; Woo-first description with explicit Advanced legacy surface. No scope expansion, no #112 work.

Scope: Woo-first Products entry, proved selectors (category/SKU/explicit IDs), immutable-plan preview with server pagination, policy-block enforcement, action-bound approval, durable #109 execution with truthful progress, bounded manual resume, #110 history and eligible conflict-aware Undo. Default dependency becomes WooCommerce; Guard/Doctor/Redirection kept as regression. No #112 scale/host certification, no #77/#76/#65/#66 changes.
