doc: rst syntax fixes on da-in-dart-with-lorenz-63 page

had some old markdown syntax left over from way back when, which was not building correctly since the documentation is rst.

Changes to rst in this pull request for da-in-dart-with-lorenz-63.rst:

• code blocks for code
• text for namelists, or commands to type, or screen output
• changed markdown syntax to rst
• changed matlab quotes to matlab code blocks
