Refactor fre yamltools combine-yamls #874
Description
Integrating UW config tools replaces the fre yamltools combine-yamls subtool we have now. However, the subtool might still be needed to combine the name, platform, and target passed through the click options with the other yamls that uw config tools will combine.
- add uw-tools to the environment.yaml (it is a conda package: https://uwtools.readthedocs.io/en/stable/sections/user_guide/installation.html#install-into-an-existing-environment)
- refactor fre yamltools combine-yamls:
- combine name, platform, target in dictionary
- combine relevant yamls using uw config compose and uw config realize
- add validation in combining
