Restores the Zscaler AI Guard integration originally contributed by @willguibr in #1710. Although #1710 was merged, its merge commit subsequently became unreachable from
developafter the branch history was rewritten.The restored implementation remains attributed to @willguibr.
Follow-up commits migrate the integration to the current rail manifest contract and
RailOutcomecontract, update the documentation and engine-support matrix, and align the tests with the current architecture.
