This PR generalizes the CMake build set up to better handle dependency resolution on systems that don't maintain "standard" NVHPC SDK packaging layouts. For example, some centers package a CUDA Toolkit separately from that supplied with the NVHPC SDK installation which has caused some issues with builds in the past.
This PR preserves the ease of installation with NVHPC SDK installations, but broadens dependency discovery to better handle cases that fall outside of this format.
