Replace the tree update with a lock-free version - #2211
This PR replaces the lock-based tree update with a lock-free version. This also eliminates the stack allocation for removing the fathomed nodes. This also removes the default parameter for the fetch_* methods in omp_atomic_t. Operators, e.g., ++ and +=, uses the relaxed ordering (same as before).

Walkthrough
The changes update atomic memory-order handling across branch-and-bound and heuristic code. Nodes now track active child counts, and inactive statuses propagate through ancestors. Search paths set node statuses directly instead of using search-tree updates.
Changes: Branch-and-Bound Synchronization and Node Status
Layer / File(s)
Summary
Atomic operations and worker-pool state cpp/src/utilities/omp_helpers.hpp, cpp/src/branch_and_bound/worker_pool.hpp, cpp/src/branch_and_bound/node_queue.hpp, cpp/src/branch_and_bound/worker.hpp, cpp/src/mip_heuristics/local_search/local_search.cu, cpp/src/mip_heuristics/root_heuristics.hpp
Atomic operations now require explicit memory orders and include generic fetch_min and fetch_max methods. Worker-pool initialization uses an atomic state with release and acquire operations. Related worker, queue, and heuristic atomic operations specify memory orders.
Child counts and ancestor propagation cpp/src/branch_and_bound/mip_node.hpp
Nodes track active child counts. When an inactive status leaves an ancestor with no active children, that ancestor becomes fathomed, receives a lower bound from its children, and resets its child pointers. The search-tree update method and mutex are removed.
Branch-and-bound status and bound updates cpp/src/branch_and_bound/branch_and_bound.cpp, cpp/src/branch_and_bound/branch_and_bound.hpp
Search and pruning paths set statuses directly on nodes. Bound and counter accesses use explicit relaxed ordering, and integer-pivot increments use relaxed ordering.
NVIDIA/cuopt#1684: Adds the search-tree update and cleanup path that this pull request removes and replaces with node-level status propagation.

Merge Risk: Minimal · up to cfbd4
Node completion now records results before releasing nodes, and child-bound propagation synchronizes concurrent updates. No merge-blocking issue is evident.

synchronizes with sibling lower_bound writes; add a concurrency stress test for
simultaneous sibling completion.

solve_node_deterministic can return after update_tree_impl frees node as the last inactive child. The caller then stores that dangling pointer, and the next iteration uses it in node->parent == worker.last_solved_node. Store the pointer only when the node has children and remains live.

Update the `last_solved_node` assignment after `solve_node_deterministic` so it
retains `node` only when `status` is `HAS_CHILDREN`; otherwise clear it to
`nullptr`. Keep the existing handling of `PENDING` results unchanged.
