Closes #1026

Summary

Implements Phase 1 and Phase 2 of the maintainer-approved RFC (docs/rfc/local-ga-opportunistic-fetch.md / #972) for opportunistic local gap analysis fetching from production.

Changes:

  • application/utils/ga_upstream_fetch.py:
    • Implements fetch_ga_upstream_json with retry semantics mirroring feat: retry transient failures during upstream sync #951 (CRE_GA_UPSTREAM_*).
    • Implements resolve_gap_analysis_pair with local cache checks, in-flight concurrency locks, and upsert for material payloads.
    • Implements D7 soft-CTA check when both standards are local and GA-eligible.
  • application/web/web_main.py:
    • Wires resolve_gap_analysis_pair into GET /rest/v1/map_analysis for non-Heroku deployments on cache miss.
    • Maintains _is_heroku_deploy() cache-only model.
  • .env.example:
    • Documents CRE_GA_NO_UPSTREAM and CRE_GA_UPSTREAM_* configuration variables.
  • Tests:
    • Adds 15 hermetic unit tests in application/tests/ga_upstream_fetch_test.py (passes in <0.01s).
    • Updates route tests in application/tests/web_main_test.py.

Verification:

python -m unittest application/tests/ga_upstream_fetch_test.py
# Ran 15 tests in 0.007s - OK

…1026)

- Implement application/utils/ga_upstream_fetch.py per RFC docs/rfc/local-ga-opportunistic-fetch.md
- Add fetch_ga_upstream_json with configurable retry semantics (CRE_GA_UPSTREAM_*)
- Add resolve_gap_analysis_pair with local cache check, in-flight locking, and material upsert
- Wire resolve_gap_analysis_pair into map_analysis endpoint in application/web/web_main.py

Review in Change Stack →

Summary by CodeRabbit

  • New Features

    • Gap-analysis requests can now retrieve results from the upstream service when they are not available locally.
    • Results are cached for faster future access.
    • Users receive clearer status updates while analyses are in progress or when upstream access is unavailable.
    • Configurable retry, timeout, API URL, and disable controls are available through environment settings.
    • Valid missing-analysis responses may include guidance to initiate analysis.
  • Tests

    • Added coverage for successful requests, retries, caching, failures, disabled access, and concurrent requests.

Walkthrough

The change adds configurable upstream gap-analysis fetching, cache resolution, and in-flight request handling. The map-analysis route delegates local cache misses to the resolver and returns its status and payload.

Changes

Gap-analysis upstream resolution

Layer / File(s) Summary
Configure and fetch upstream results
.env.example, application/utils/ga_upstream_fetch.py, application/tests/ga_upstream_fetch_test.py
Documents upstream settings and adds configurable fetching with retry and response handling. Tests cover successful retrieval, material-result persistence, terminal responses, logging, and GET-only access.
Resolve cached and in-flight pairs
application/utils/ga_upstream_fetch.py, application/tests/ga_upstream_fetch_test.py
Adds pair resolution for cached results, disabled upstream access, in-flight requests, upstream failures, and soft-CTA eligibility. Tests cover cache fallback, cache preservation, in-flight responses, and CTA conditions.
Return resolver responses from the web route
application/web/web_main.py, application/tests/web_main_test.py
Replaces local job scheduling and fallback handling with resolver delegation. Route tests cover successful, in-progress, unavailable, and cache-miss responses.

Upstream failures can outlast web worker timeouts, and a concurrent request can leave the gap-analysis page loading without a retry. Fix those behaviors before merging; the remaining cache-response and locking issues also need correction.

Full details: Out of Scope Changes check

Explanation

The changed files are connected to #1026. The utility implements upstream fetching, caching, locking, failure responses, and the soft CTA. The route integration, environment documentation, and related tests support that implementation. No unrelated change is established by the reviewed evidence.

Full details: Linked Issues check

Explanation

Issue #1026 lists Phase 1 opportunistic fetching, Phase 2 background pre-warming with TTL/staleness policy, and Phase 3 partial-result streaming. The reviewed code implements Phase 1 cache-miss fetching and related tests. resolve_gap_analysis_pair has no pre-warming or TTL/staleness handling, and map_analysis returns complete JSON responses without partial-result streaming. The implementation also uses CRE_GA_UPSTREAM_API_URL, while #1026 names CRE_GA_UPSTREAM_URL.

Resolution

Implement and test the Phase 2 pre-warming and TTL/staleness requirements and the Phase 3 partial-result streaming requirement from #1026. Support the issue-specified CRE_GA_UPSTREAM_URL name, or provide a documented compatibility alias if the RFC name remains authoritative.

Import the shared Redis connector for both lock operations.

When a non-Heroku request misses the local cache and multiple Gunicorn processes handle the same pair, application.database.redis raises during both lock operations. The exception handler then uses _IN_FLIGHT_KEYS, which is local to one process. Each process can fetch and persist the same upstream result, so the second request can miss the intended 202 response.

Bound synchronous upstream retries and validate Retry-After.

GET /rest/v1/map_analysis calls resolve_gap_analysis_pair synchronously. The default retry settings allow four 30-second request timeouts plus 2, 4, and 6 seconds of backoff, for about 132 seconds. This exceeds the 30-second Gunicorn timeout in Procfile and the 90-second Docker timeout.

Retry-After is converted directly with float(). Negative, nan, and inf values can make time.sleep() raise. Large finite values can extend the request beyond the worker timeout.

Enforce an overall retry deadline below the shortest worker timeout. Accept only finite, non-negative Retry-After values, clamp them to a finite maximum, and use normal backoff when the header is invalid or exceeds that maximum.

Use the real Node_collection eligibility API for the soft CTA.

_evaluate_soft_cta calls methods that Node_collection does not define. The broad exception handler hides the resulting AttributeError, so the CTA never appears for real database objects.

Use resource_name_ga_eligible_in_db for both standards. Update the tests so they do not rely on dynamically created MagicMock attributes.

Return an accurate error when upstream sends a non-material 200.

If the upstream returns 200 with an empty or non-material payload, execution skips the 404 branch. It reaches the final 503 with try_again: True and the message "Could not reach opencre.org". That message is wrong, because upstream was reachable. Clients that honor try_again will repeat the full fetch.

Handle this case explicitly. Return a non-retryable 404 ga_cache_miss response, or log the condition and use a distinct error code.

Handle the new 202 response in the frontend and document the API contract.

For non-OpenCRE cache misses, the route no longer returns job_id. When another request holds the upstream lock, it returns 202 with status: "in_progress" and poll_after_seconds. The frontend treats 202 as a successful Axios response, checks only result and job_id, and leaves the loading state active without retrying.

Retry /map_analysis after poll_after_seconds when the response is 202. Document the 202, 404, and response-body shapes in the OpenAPI schema. The removal of the local RQ fallback can remain intentional, but the new response contract must replace the old client behavior.

Review comment at @application/web/web_main.py around lines 411 - 419:
Update the frontend map-analysis request flow to recognize a 202 response with
status "in_progress", keep loading active, and retry /map_analysis after the
provided poll_after_seconds delay. Update the OpenAPI schema for this endpoint
to document the 202, 404, and corresponding response-body shapes, while
preserving existing handling for completed responses and errors.
