Adds a short note to module_c_contract.md about rows that come from outside the OIE pipeline.
The contract describes the rows Module B produces (source_type is github or rss). While working on #1134, I found that C.0 also accepts source_type=url / locator_kind=url type rows, with the page URL in feed_url. Both are valid enum values in the Librarian's schemas.py, and C.0's validation handles them.
This note records that case so future non-OIE producers have a reference. Docs only; no contract or validation changes.
Clarified that Module C.0 accepts URL-based queue rows from non-OIE producers, with the page URL stored in feed_url.
Walkthrough
The Module C contract documentation now states that C.0 accepts URL rows from non-OIE producers. For these rows, feed_url contains the page URL, and C.0 validation does not prohibit this value.
The contract notes that C.0 accepts non-OIE rows with source_type = "url" and locator_kind = "url". For these rows, feed_url contains the page URL, and validation does not prohibit that value.
External producers may misunderstand which URL fields are optional or valid and submit rows rejected by C.0.

Preserve the existing context about external producers.
