What

Build and Deploy Promrated Image has failed on every run since at least 2026-09-03 (latest: 2026-11-03):

failed to push obolnetwork/promrated:latest: denied: ... tag latest is already assigned to an image in this repository and cannot be updated due to immutability settings

Docker Hub obolnetwork/promrated has immutable tags, so the latest push fails and aborts the whole build (GHCR included). The improved testutil/promrated/Dockerfile (multi-stage, Go 1.27.3, alpine 3.24, no Go toolchain in the final image) has therefore never been published; production still runs ghcr.io/obolnetwork/promrated:ffc3764 from 2025-11-06 (Go 1.25.4, Alpine curl/openssl, full Go toolchain: 11 Security Command Center findings).

• Publish to GHCR only (drop the Docker Hub image and login). Deployment pulls from GHCR (tools/promrated Terraform in obol-infrastructure, via the promrated-apply dispatch); nothing pulls promrated from Docker Hub.
• Add the workflow file to its own paths filter and workflow_dispatch, so this change (and future CI-only changes) trigger a build.

Merging this runs the build, which dispatches promrated-apply with the new short SHA.
