Retargets the library, tests and Nuke build project to net10
Single-targeted rather than multi-targeted: the only consumer is
Octopus.Core, which is already net10. Calamari doesn't use this package.Server needs no change either way: it's net10 today and already resolves
lib/net6.0from1.1.599.
