Add a Privacy Policy and Terms of Service - #22

New privacy.html and terms.html in the site's existing style (nav, footer, colors), linked from the home and About page footers. The beta request form now states that submitting accepts the Terms and acknowledges the Privacy Policy. Privacy Policy covers: what is collected (beta requests, accounts and SSO profiles, billing via Stripe without card numbers, hosted-service content, usage records, security/audit logs, API key hashes, licence checks, website requests), purposes with GDPR legal bases, processors, health data (HIPAA-aligned, not certified; no PHI on hosted services without a BAA), retention, security, rights (incl. California), transfers, children, cookies and changes. No content is used to train models and no personal information is sold. Terms of Service covers: agreement and authority, beta and trials, accounts and API keys, acceptable use, research use only, usage-based fees via Stripe, customer content, third-party data licences, IP, termination, disclaimers, liability cap, indemnity, governing law and general terms. Also fixes the existing HTML validation error that fails CI on main: the maintenance notice used role="status" on <aside>, which is not allowed; it is now a <div> with the same class and role.
