Correct four stale claims in the contributor guides - #1645

CLAUDE.md's middleware table and the README's config table both describe rate-limit as per-API-key, and CLAUDE.md adds "Auto-cleanup of idle limiters". Neither is what the code does. NewRateLimitMiddleware builds a single rate.Limiter for the whole service and consults it for every request, with keys in exempt-api-keys short-circuiting ahead of it. There is no per-key limiter map and so nothing to clean up; no goroutine exists for that purpose. The struct comment at rate_limit_middleware.go:17, the Config field comment at internal/appconf/config.go:15 and the -rate-limit flag help in cmd/api/main.go:71 all already say "global shared bucket". Only the two contributor-facing tables disagreed, which is the worst place for it: someone sizing rate-limit for a deployment reads the README, and concludes each client gets its own 100 rps.
The real-time helper entry listed block_distance_helper.go and block_sequence_helper.go. Neither is tracked in the repository; the block distance and sequence logic lives in scheduled_block_helper.go, alongside the snapshot that produces it. This entry exists so a contributor checks for an existing helper before writing new logic, and the section opens by noting that reviewers will check the same thing. Naming two files that cannot be opened defeats that: the reader concludes there is nothing to reuse and writes a third copy of the distance maths.
Both the In-Memory Data Structures section and the Data Access Patterns section sourced static reads from `manager.gtfsData`, accessed through `GetStaticData()`, and described `FindAgency` and `FindRoute` as direct O(1) lookups. None of that is present. `gtfs.Manager` has no `gtfsData` field and no `GetStaticData` method, and `FindRoute` does not exist at all. `FindAgency`, `RoutesForAgencyID`, `GetAgencies`, `GetTrips` and `GetStops` each wrap a sqlc query against SQLite. What the manager does hold in memory is the real-time side - the `mergedRealtime` snapshot behind an atomic.Pointer - plus `regionBounds`. The distinction matters for anything written against these notes. A contributor told `FindAgency` is an O(1) map read has no reason to pass r.Context() to it, to expect sql.ErrNoRows handling, or to batch calls to it inside a loop - and the Context Propagation rule in CONTRIBUTING.md depends on knowing which of these touch the database.
The Docker section told readers the health check authenticates with a HEALTH_CHECK_KEY environment variable defaulting to "test", and warned them to keep it in step with api-keys. The variable is read nowhere: no .go, .yml or .json file in the repository mentions it. Nothing needs it, either. /healthz is registered without the API-key wrapper the /api routes get, and all three health checks - Dockerfile, docker-compose.yml and docker-compose.dev.yml - wget the bare URL. The advice was therefore not just inert but misleading: someone rotating api-keys would go looking for a variable to update, and someone writing their own probe would add a key the endpoint ignores. Replaced with what the endpoint actually does, including the "starting" state it returns while the first import is still running, which is the part worth knowing when a container looks unhealthy on boot.

Qualify the startup status when feeds are disabled.
When every configured real-time feed is disabled, enabledFeeds() returns no feeds. Startup skips the initial-fetch loop and still calls MarkReady(), so /healthz can report ok after the GTFS import without a fetch attempt. State that this fetch requirement applies only when at least one real-time feed is enabled. (raw.githubusercontent.com)

Record a structural survey of the repository as it stands on main: the package layout and dependency graph, the startup/shutdown and background-worker lifecycle, the static-import and GTFS-RT data flows with their unit and timezone conventions, the full route table with middleware ordering, the configuration surface and its consumers, and the test and CI topology. References are given as file:line so the document can be checked against the tree rather than trusted. The motivation is onboarding cost. Behaviour here is concentrated in a few large shared engines (BuildTripStatus, arrivals_core, scheduled_block_helper, trip_updates_helper, reference_utils) that every real-time endpoint routes through, and the Java-parity reasoning for much of it lives only in code comments. Having the map written down means that context does not have to be rebuilt from scratch each time. Writing it also surfaced eleven places where the contributor guides describe behaviour the code does not implement: rate limiting is one shared bucket rather than per-key, CONTRIBUTING.md names two helper files that do not exist, CLAUDE.md still documents the gtfsData in-memory structures that were removed, and the README documents a HEALTH_CHECK_KEY variable nothing reads. Those are recorded here as neutral observations with evidence; they are raised separately in OneBusAway#1644 and fixed in OneBusAway#1645 rather than in this document. Section M states coverage honestly: every tracked file has a status, every non-test source file was opened, and roughly 85% of non-test source lines were read line by line, with the unread remainder enumerated. The full test suite was not run - this machine has no C compiler, so the default CGO mode is unavailable; go vet and a subset of packages pass under -tags purego, which is noted as not establishing CGO-specific coverage. Per docs/README.md the wiki remains canonical for specifications. This is a point-in-time artifact rather than a spec, so it has no wiki mirror and docs/AGENTS.md needs no new row.

Fixes #1644
What it does
Fixes four claims in the contributor guides that no longer match the code: the
rate-limitsemantics, two helper filenames that don't exist, the removedgtfsDataAPI, and aHEALTH_CHECK_KEYvariable nothing reads. Docs only — no behaviour, handler or response changes.Root cause
Three of the four look like documentation lag from work that has already merged.

#1644 isn't triaged yet. Per CONTRIBUTING.md the approach should be confirmed before the code lands, so if you'd rather shape this differently, say so and I'll rework or close it.
The rate-limiting wording is the one worth a second look. I described the current behaviour. If per-key limiting was the actual intent and the shared bucket is the stopgap, the guides should say that instead — drop commit
4f14e162and keep the other three. The test box is checked as vacuously true: no bug fix, no code changes. If you read it strictly, treat it as unchecked and I'll move this back to Draft.
Two things I left out to keep this to one concern.
CLAUDE.md:190gives the middleware chain ashandler → compression → rate limiting → API key validation, but compression is a global middleware incmd/api/app.go, not a per-route layer. And the environment-variable docs omit every variable the code actually reads, while the Docker table lists onlyTZ. Happy to follow up on both separately.
