Add Focused App Volume

Adds Focused App Volume, an OpenDeck/OpenAction plugin for controlling the PipeWire volume of the currently focused application on KDE Plasma/Linux.

The plugin supports Stream Deck+ encoder volume control, mute, live application name/icon/volume feedback, Steam/Proton games, and applications with child audio processes such as Signal.

Is there a plan to support non KDE Desktops in the future? If not, maybe it would be worth it to reflect that in the name.

There is no OpenDeck in the name right now.

The current implementation depends on KWin/kdotool, so I've renamed it to make that limitation explicit. Broader desktop support could be considered later.
