[BUG] Unable to order the multiple cloud init to be applied to a node

Describe the bug
Currently we are using 2 cloud init groups and unable to order the cloud init group configuration. Is it supported by openchami?

To Reproduce
Configure 2 cloud init group to same node.

Expected behavior
Order of the cloud init should be configurable.
