InnerLayer.SLAYER - Add D_perp, tau_E and other options for P_perp #509

Summary
The InnerLayer (IL) SLAYER model has a single way to build the perpendicular Prandtl number P_⊥, from the electron perpendicular heat diffusivity χ⊥,e. Add a [SLAYER] P_perp_model option so P_⊥ can be built from the closures in the layer-theory literature, and an optional ion perpendicular heat diffusivity chi_i profile in the kinetic HDF5 schema to feed them.
Implemented in #501.

Interface
