Updates only openstatspec/spss-sav from 3.0.3 to released 3.1.1 in composer.lock. Aligns exact CI-tested engine identity and existing capability/conformance assertions; prepares v0.7.1 release notes. Existing ^3.0 range remains appropriate. No API, specification or database-support changes.

Validation: single package update, no vulnerability advisories; composer check via the LF-normalized staged-archive pre-commit gate against pinned specification v0.5.0 passed (525 tests, 2847 assertions, 80 service-only skips locally). Full PHP 8.4/8.5 and service matrix CI required on final head.

Codec release: https://github.com/OpenStatSpec/php-spss/releases/tag/3.1.1 (same tested source as 3.0.4, published above the pre-existing 3.1.0 Composer tag).

Add the 0.7.1 changelog reference.

The new heading uses [0.7.1], but this file does not define a [0.7.1]: link. Add the release link and update [Unreleased] to start at v0.7.1; otherwise the release link is broken and the Unreleased comparison includes released changes.
