feat: add submit queue and preflight checks for trading operations - #164

- Implemented SubmitQueue class to manage job execution for trading operations, ensuring sequential processing for the same address and concurrent processing for different addresses. - Added preflight checks for buy, sell, and redeem operations to validate market conditions and user balances before executing trades. - Created tests for SubmitQueue to verify job execution order, retries on failure, and deduplication of identical submissions. - Introduced tx-decode module to decode transaction arguments and validate against expected intents. - Added redeem-all functionality to discover redeemable positions and manage redemption processes.
