This PR adds Zizmor security linting for Github Actions.

This follows the same established approach as in Parcels (an offline first pass via pre-commit, with a workflow as a GitHub action).

@erikvansebille I realised that both the Parcels and Virtualship websites don't have branch protection. Should I work on that ?

• PRs required - no pushes to main
• Require squash merging
• Status checks need to pass (with maintainer override)
