We should be using DateTimeOffset in favor of DateTime and UtcNow in favor if Utc where it makes sense. [PS0022 and PS0023](https://github.com/Particular/Particular.Analyzers/pull/114) guide us most of the way here, but they are currently suppressed for most, if not all, projects in this repo.
