feat(web): Needs Attention comes first on the dashboard when it has anything (TASK-3588) - #2064

…nything (TASK-3588) From the day-91 outside review. The daily question is "what needs me?", and it matters more as agents produce work faster than people inspect it, but Needs Attention rendered after Active Work, Starred, Active Plans and the Collections grid. When it holds items it now renders first, full width, compact (the same cap and Show all toggle, each with its reason and item link). Up Next keeps its place below the inventory. When it is empty, the layout is exactly as before. dashboardAttentionFirst.svelte.test.ts: populated, it is the first section, above Active Work, rendered once, with reason and link; empty, no section and Active Work leads as before. Against main's page the populated leg goes red and the empty control stays green. Full vitest 5732/5732, check 0 errors, dashboard e2e (10 specs) 62 passed.
