Adds "The Consortium": a bilateral mechanism verifying material changes to frontier-relevant computing equipment at a matched set of declared datacenters, scoped to a 90-day Phase One test on a USD 5 billion 50/50 budget. Exercises prompt territory the catalog did not cover: a sovereign public-sector program that explicitly rejects the business/investor/revenue framing, dual-sovereign governance with no casting vote, and a bounded verification scope that the plan must not overreach.
