Docs advertise kollect.dev/collectedGeneration and kollect.dev/requestedAt annotations the code never reads #423

Severity: Low–Medium (GitOps users coding against the docs get nothing)

Evidence

• docs/ANNOTATIONS-LABELS.md:100-101 lists both annotations as current behaviour (staleness detection; manual reconcile trigger).
• grep -rln "collectedGeneration\|requestedAt" api internal cmd → no hits.
• ADR-0202 treats them as a proposal.

Recommended fix

Product decision: either mark them as proposed or not implemented in ANNOTATIONS-LABELS.md, or implement them. Un-documenting is the cheap, honest default.
