govulncheck reports reachable net/http and x/net http2 advisories (GO-2026-6610, -6611, -6612, -6613, -6617) on go1.26.7 / x/net v0.58.0, which turns the vulncheck and test jobs red on every open PR. Go 1.26.9 and x/net v0.60.0 carry the fixes (6613 is stdlib-only, the rest need both), so the x/net bump ships with the toolchain bump despite the policy's toolchain-alone rule. The builder image moves to the matching golang:1.26.9 index digest, the devcontainer image tag follows, and LOCAL_SETUP follows the go.mod pin.
