Add repository-wide status inventory

Summary

• add treebank status as a single offline inventory of language registry data, grammar manifests, roles, ledger evidence, tests, policies, distribution surfaces, locks, and canaries
• support terminal, JSON, and Markdown output; opt-in --github adds issues, PRs, workflows, and branch protection
• run status --format markdown --check in CI and publish it to the job summary
• fix the Bash and Java tree-sitter scopes exposed by the new consistency check
