csv and excel compile Xtend but didn't declare org.eclipse.xtend.lib, relying on getting it through rune-runtime and Xtext.

Backport of #631 to
11.x.x: declareorg.eclipse.xtend.libincsvandexcel, which compile Xtend sources without declaring it. They currently get it only throughrune-runtimeand Xtext, so a DSL release that drops it fromrune-runtimewould leave them relying on Xtext's copy alone.generator-commonhas no Xtend sources on this branch.🤖 Generated with Claude Code
