Same behaviour as before, if a vehicle is outside of the road up to a distance of 7.5 meters it may send stop commands to the vehicles on the track.
New in this PR if a vehicle is 7.5-15 meters outside of the track it might send a slowdown command (but not stop command) if a vehicle is within slowdown distance.
Also added some unit tests for this.
