ci: build and publish the Windows desktop installer on release - #165

Add a `release-desktop-windows` job to release.yml: windows-2025 runner, same tauri-action setup as the macOS job, NSIS installer only, uploaded to the draft release with its updater signature and merged into latest.json (`windows-x86_64`), so Windows desktop builds self-update from here on. The installer is not Authenticode-signed yet. README (both languages): the desktop section covers macOS and Windows, with the SmartScreen "More info → Run anyway" note for the unsigned installer. CONTRIBUTING: where the Windows installer comes from. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>

Follow-up to #158: ship the Windows desktop app.
release.yml: newrelease-desktop-windowsjob on windows-2025, same tauri-action setup as the macOS job. Builds the NSIS installer only, uploads it with its updater signature to the draft release, and addswindows-x86_64tolatest.json(tauri-action merges into the existing file, so the macOS entries are kept). Windows desktop builds self-update from the first release that carries this. The job only runs on a tag push, so it cannot be exercised by the PR checks. Plan: after merging, push a throwaway tag to run the full release workflow into a draft, verify the Windows asset and
latest.json, then delete the draft and the tag before the real v1.15.0.🤖 Generated with Claude Code
