What does this PR do?
The web development quickstart names an unregistered
webcommand. Change both references inweb/README.mdtodashboard --no-open, preserving the Vite development workflow.Source base:

Validation
Executed on Linux: the exact committed parser module was loaded with inert handlers using only Python stdlib, under the shared nonblocking worker lock.
web --no-openrejects with exit 2;dashboard --no-openparses withno_open=True, port 9119 and no headless flag. No handler ran. Exact two-replacement scope and byte-for-byte reverse reconstruction passed. Preimage blobc9581635b2fed46db9ac9ebfb20c3c2d13c00259; resulting blob96982e96d55a1674b4a1105daa0d8f43e3c49b69.Not run: full CLI/plugin discovery, repository test runner, dependency install, Vite build/server, installed Ares, provider/MCP/runtime or browser acceptance. Hosted CI and independent exact-head review remain separate merge gates.
