test: mirror replay import feature gate and exercise turbo-only lane

Scope

Dependent on draft #5. Forward-sync only the tests/search_tests.rs ReplayMode import cfg from committed Libraries main at 0b099ec416de60f6adafb182f1d1e83795d05c56: the complete test-file blob now matches the Libraries-owned blob. Add a paired-root CI check for turbo-only strict Clippy and run the testing-only search suite. No production source, schema, authority, or release behavior changes.

Evidence

• RED on the pinned PR fix(episode): forward-sync metadata equality trait #5 paired root before the import fix: cargo clippy --locked -p semantic-memory --test search_tests --no-default-features --features brute-force,turbo-quant-codec -- -D warnings exited 101 on unused ReplayMode. The same command passed after the exact owner-line fix (exit 0). Logs: /home/sikmindz/semantic-parity/semantic-memory-replay-cfg-pass/{red-turbo-only,green-turbo-only}.log.
• On a disposable paired root with the updated test bytes, three search suites passed: turbo-only 48, testing-only 54, both features 61. Strict Clippy passed for those three feature combinations. Default all-targets strict Clippy, 120 library tests (3 ignored), five FK tests, one trait test, formatting, and cargo package --locked -p semantic-memory --allow-dirty archive/verify passed locally. The package emitted a yanked chacha20 v0.10.1 warning.
• An additional exact committed-source paired-root assembly at this PR head reproduced the scratch lock delta, passed turbo-only strict Clippy, 54 testing-only search tests, and formatting. Seven paired-root admission tests passed.

Limits / gates

The paired root is a pinned synthetic build, not proof that the raw standalone checkout resolves workspace-inherited dependencies or that the complete mirror is semantically equivalent. The unchanged held paths, independent package/release gates, and Rust/Python claim-support mapping remain open. Hosted CI for this exact PR head must be read back before stating a hosted result. Do not merge or release solely from this scoped check.

Rollback: close this dependent draft or revert its exact two-file commit. Source ownership remains Libraries; no dirty physical overlay was copied.
