Dependent on draft #8. Add a mechanical shared-path debt fence using immutable Git trees: Libraries
0b099ec416de60f6adafb182f1d1e83795d05c56, baseline standalone #88d2bb2a7f1cb6b05d5e0eaa51298929451976432, and this PR candidate. The baseline census is 170 shared tracked paths (157 equal tuples, 13 held differences), 117 owner-only, and 4 mirror-only. CI checks out the exact baseline separately and prints commit/tree IDs, the owner path prefix, and the derived census.For a previously identical shared path, the candidate must retain the pinned owner
(mode, blob)tuple. For a held difference it may retain the exact baseline tuple or advance to the exact pinned-owner tuple. New or missing shared path names and third-value tuples fail. This is a review tripwire, not permission to forward held semantics without owner-specific tests.Evidence
Nine local paired-root unittest methods passed. Negative fixtures cover changed bytes, changed mode, changed/missing shared membership, malformed revision, and census mismatch; an exact held-to-owner tuple and mirror-only CI change are accepted. A read of the pinned Git trees passed with the stated census.

This does not prove semantic equivalence, full directional mirror sync, raw standalone checkout readiness, Rust/Python claim-support mapping, release, merge, or activation. The fixed census and source revisions require review before any future update; they are derived guardrails, not independent semantic authority.
