Add the README; drop the tooling artifacts from the repo

README covers what the site is, how to run and deploy it, where the business
facts and prices live, how to add a service or an article, how the SEO files
are generated, how to regenerate the share card, and the design and content
rules that hold the thing together. Every number in it was checked against the
built output rather than recalled.

Removed from the repo, because none of it belongs in a published site:
- PRODUCT.md and DESIGN.md, and .impeccable/design.json. They are records of how
  the site was designed, not part of it. Kept locally under .impeccable/docs/
  and now ignored, so nothing is lost.
- Three overlapping gitignore blocks, consolidated into one.

scripts/og-card.mjs is now tracked: the README tells you to run it, so it has
to exist. Puppeteer stays out of dependencies on purpose — the deploy runs
npm ci and should not download a browser.

Note: removing the files does not remove them from git history. Nothing in them
is sensitive (no client names, no location), but say the word if you want the
history rewritten.
