ci: move actions to their Node 24 majors and pin the Ubuntu runner - #33

GitHub deprecated Node 20 for actions, and runs flagged every action still on a Node 20 major. Bump each to its latest major, all of which run on Node 24: checkout v7, cache v6, upload-artifact v7, download-artifact v8, upload-pages-artifact v5, deploy-pages v5, setup-node v7, setup-dotnet v6, paths-filter v4. None of their breaking changes apply here: no download by artifact id, setup-node caching is already set explicitly, and the Pages site has no dotfiles. ubuntu-latest moves to Ubuntu 26.04 from October 19, which runs announce as a notice.
